Healthy Ageing Community Programs

Inner West Council is seeking Expressions of Interest (EOI) from local community organisations, groups, and sole traders to deliver creative programs that support healthy ageing across the Inner West. Programs should foster social connection, lifelong learning, and creative engagement, with a focus on reducing isolation and encouraging intergenerational participation.
 
Applicants may apply for up to $10,000 per year (inclusive of GST) for a three-year period (2026–2029).
 
All projects must take place within the Inner West local government area (LGA) and align with Council’s priorities around healthy ageing, inclusion, and community connection.
 
Objectives
 
Projects should aim to:
 
•Increase creative engagement and artistic opportunities for older people
•Reduce social isolation through inclusive participation
•Promote lifelong learning and intergenerational knowledge-sharing
•Encourage community participation and connection
•Be affordable, accessible, and inclusive
•Actively engage Aboriginal and Torres Strait Islander peoples, multicultural communities, and people living with a disability
 
This initiative supports the delivery of Council’s:
 
•Healthy Ageing Strategy 
•Disability Inclusion Action Plan 2023–2026
•Innovate Reconciliation Action Plan
•Community Strategic Plan 2041
 

Successful applicants will be required to: 

  • provide evidence of inclusive practice and engage with our accessibility guidelines
  • ensuring accessibility in the organisation and delivery of the program 
  • provide Council a simple report including data, statistics, and outcomes of the program
  • to include Council’s logo on any promotional material, and  
  • provide a budget and acquittal including copies of receipts and invoices

GUIDELINES

Eligibility Criteria

Applicants must:

  • Be a sole trader, incorporated not-for-profit, or a community group auspiced by an incorporated body
  • Activities delivered in one of Council’s five wards:

 

  • Djarrawunang (Ashfield)
  • Baludarri (Balmain)
  • Gulgadya (Leichhardt)
  • Midjuburi (Marrickville)
  • Damun (Stanmore)

 

  • Submit only one application per individual or organisation
  • Deliver the proposed program within the 2026–2029 timeframe
  • Provide a Public Liability Insurance Certificate and relevant licenses (if applicable)
  • If working with children, provide a valid Working With Children Check

Ineligible Applications

Applications will not be considered if they:

  • Do not align with the Healthy Ageing EOI objectives
  • Are for activities outside the Inner West LGA
  • Involve ongoing operational or administrative costs
  • Are submitted by current Council staff, Councillors, political parties, or government agencies
  • Do not demonstrate clear benefit to older residents and the wider community

Funding and Reporting Requirements

Successful applicants will:

  • Receive up to $10,000 per year (inclusive of GST) for up to three years
  • Enter into a Memorandum of Understanding (MOU) with Council

 

Be required to:

  • Submit a project plan, budget, and delivery schedule
  • Provide financial acquittals and reporting as required by Council 
  • Provide evaluation data, outcomes, and feedback annually
  • Include Council’s logo on all promotional materials
  • Ensure delivery is inclusive and accessible, aligned with Council’s guidelines

Council’s Community Wellbeing team will be available to support delivery by providing templates and guidance on event planning, accessibility, risk and safety documentation, and local community engagement.

Examples of Eligible Projects

  • Creative workshops (e.g. art, music, photography, creative writing)
  • Intergenerational storytelling or arts programs
  • Community events that foster connection among older people
  • Educational or skills-based initiatives for lifelong learning
  • Public exhibitions or performances showcasing older people’s creativity

How to Apply

EOIs must be submitted via SmartyGrants.

There is $30,000 in total annual funding available, and successful applicants can receive a maximum of $10,000 per year inclusive of GST (2026–2029).

Late or incomplete applications will not be accepted.

Smarty Grants will close midnight Sunday 31 August 2025. 

For successful applicants

Agreement

A formal agreement will be sent to successful applicants. Inability to comply with the agreement may result in withdrawal of support. Applicants who do not meet their obligations under the grant agreement may not be eligible to apply for further grant support from Inner West Council. 

Payment and GST 

Payment information will be provided with the letter of offer. Grants will be paid in full upon receipt of a tax invoice (annual maximum of $10,000). Organisations registered for GST should add GST to the grant amount. 

Recognition of assistance 

Successful applicants must acknowledge the Inner West Council for their activity at the activity and in any promotional material in relation to the activity. 

Activity Variations 

If there are significant changes to the funded activity, applicants must contact Council to confirm that the variation is acceptable prior to the activity. This includes but is not limited to, activity start and end dates, venues, fees and charges.

The application will ask for key information about yourself as project lead for your proposal including contact information and organisation/business details as applicable.

You will need to provide key information about the proposed project including proposed location, title, description, target audience and project timeline.  A balanced budget proposal is to be provided and there is an option to upload supporting material.

Please ensure you have all this information ready to input into your proposal. Incomplete and unsubmitted proposals will not be considered.
